This OVA is actually supposed to be walkthrough for a game that came out for the NES only in Japan called Dragon Ball Z Gaiden: Saiyan Zetsumetsu Keikaku for some old japanese system.

The only thing I can think possible is that it happens inbetween the cell games or that it doesn't follow the episode timeline whatsoever.
